Carrier scorecards
The insurance company behind a program is the one that pays the claim. We score every carrier in our index on three records: complaints, financial strength and regulatory actions.
Records as of October 2026. Scores out of 100.

How the score works
| Measure | Weight | Based on | How it is read |
|---|---|---|---|
| Complaints | 40% | The NAIC national complaint index, latest year | Confirmed complaints divided by the number expected for the company's size. 1.0 is the national average; lower is better. 0.5 or lower scores 100, 1.0 scores 80, 2.0 scores 40, 3.0 or higher scores 0. A carrier with fewer than 5 complaints is not scored on complaints, because one complaint on a tiny market share swings the index wildly; its score uses the other two measures. |
| Financial strength | 40% | AM Best Financial Strength Rating, latest release | Ability to pay claims years from now. A++ 100, A+ 95, A 85, A- 75, B++ 60, B+ 50. |
| Regulatory record | 20% | State market conduct exams, consent orders and settlements in the last five years | Starts at 100. Each action with a penalty takes off 30 points; each action without a penalty takes off 15. |
Complaints use the NAIC national complaint index, which covers confirmed complaints in every state. We don't count lawsuits: a lawsuit is an allegation, not a finding.
Administrators: facts, not a score
Administrators enroll members, bill premiums and pass claims to the carrier. No public complaint or financial record exists for them, so we don't score them.
We show who runs each program and which carrier stands behind it.
